CRGP Implementation Tasks, 2009-2011 OEA Grant Program

Regional Housing Market Study (H-1): Project includes an assessment and a report to identify residential growth areas and the market segments where new housing demand exists.  It is anticipated that the report will be useful to residential developers, realtors, and homebuilders in response to the BRAC-supported growth in the region.  

Recruitment and Retention Strategy & Action Plan to Increase Health Providers (HC-1): Strategy and Action Plan for Meeting the Region’s Needs for Physicians, Surgeons, and Dentists.   A consultant, working in consultation with the BRAC RTF Medical Services working group and the Southern Regional AHEC, will facilitate the coordination between regional healthcare and dental organizations to develop a plan to recruit these needed healthcare professionals.  This will include research, planning, marketing, and the development of a recruitment campaign plan.

Market Feasibility Study – Proposed Hotel, Fayetteville, NC (HCR-1): Market feasibility study for a hotel and meeting space that (1) meets the requirements of Forces Command, Reserve Command, and other military users, and (2) can accommodate the needs of the burgeoning civilian and military personnel expected at Fort Bragg. 
Sustainable Growth Management Strategy, Phase I (RP-1): Develop a sustainable growth management strategy for the region, built upon previously adopted plans by BRAC counties and municipalities. Part of this project will be the region-wide installation and use of the INDEX model for projection of growth scenarios, and the development of a regional ‘green infrastructure’ plan. Cost of Land Use Fiscal Impact Analysis: The Fiscal Impacts of Compatible and Incompatible Land Uses in the Fort Bragg Region (RP-2): This report will analyze the fiscal impact of ‘incompatible land use’ within the 5-mile JLUS area, versus the impact of encroachment mitigation measures. An addendum to the report assesses the potential costs to the Army from the hypothetical closure of a Fort Bragg Drop Zone. Appendix B: Levels of Service, Cost and Revenue Factors.

An Assessment of GIS in the Fort Bragg Regional Alliance Region (RP-3): Prepare new geospatial datasets for the region’s local governments and analyze regional needs for inter-jurisdictional GIS compatibility.
Fort Bragg Regional Alliance Process Evaluation (RP-4): Evaluate the impact of the Fort Bragg Regional Alliance’s regional planning process.   Systems for continuous evaluation of the BRAC’s efforts will be critical to the success of the regional transformation initiative moving forward. External evaluation of the process will be critical in communicating the value and worth of the Alliance’s work program to external funders. The evaluation information collected will provide the baseline for tracking change over time.  Systematic evaluation is necessary for documenting lessons learned and best practices garnered that can inform BRAC efforts across the United States.

Infrastructure Integration Plan – A Template For Counties (RP-5): Develop an infrastructure integration plan that ties both normal and mission growth and development with future land use recommendations. Moore County government will work in collaboration with the Alliance and its consultants to develop a template to assist the County and its local governments in adopting integrated capital planning. The template will help: (1) direct growth and development toward areas that have adequate availability and capacity of water and sewer infrastructure to support proposed development densities and uses; and (2) allow county and municipal staff to provide guidance to the development community during the conceptual design stages of any proposed development, and (3) help Fort Bragg identify economies of scale and possible collaborations on infrastructure projects. Regional Solid Waste Management Plan and Waste-to-Energy Feasibility Study (RP-6): Assess the feasibility of a regional management structure, and the capacity of the region, to sustain a waste/biomass-to-energy program. 

Sub-Area Travel Demand Model (T-1): This collaborative partnership will initiate an integrated transportation planning and traffic study for the area immediately adjacent to the perimeter of Fort Bragg. The resulting “decision support tool” will entail creation of a travel simulation model to be used for measuring the effects of highway projects on travel to and from Fort Bragg linking to Cumberland, Hoke, Moore, and Harnett Counties.  It will also target on-post highway projects, providing enough detail to support the creation and assessment of alternative traffic scenarios. In addition, a travel simulation model will support evaluation of the traffic flows and queues at the post’s ACP locations and congested intersections. Sub-Area Project Map. Traffic Simulations:

Aviation Services (T-2): Partnership with Fayetteville Regional Airport to prepare an assessment of regional aviation services and the feasibility of a direct flight from Fayetteville to Washington, DC. Study of General Aviation/Charter Alternatives.

Freight Rail Feasibility Study (T-3): The study will analyze Fort Bragg’s roll-in/roll-out capability, rapid rail loading infrastructure, and freight rail connectivity to North Carolina ports.  Using North Carolina seaports will enable Fort Bragg to have a more rapid deployment of its forces from the United States to overseas locations. In addition to the study of these military freight rail requirements, the feasibility study will assess the impacts on the 11-county region and analyze the regional application of commercial freight rail enhancements.
NC 87 Regional Multimodal Corridor Mobility Plan, Phase 1 (T-4): Develop a coordinated regional corridor plan that would connect the current commercial centers, residential developments and traffic congestion “hotspots” along Highway 87 from the City of Sanford city limits (Lee County) south through western Harnett County (Spout Springs, etc.) through the intersection with Vass Road (NC Highway 690) to Spring Lake (Cumberland County).  Other communities included in this model are Carolina Trace, Swann, Olivia, and Pineview.  The plan will be developed in coordination with several ongoing or recently completed studies.

Regional Water & Wastewater Infrastructure Model (WW-1A): Prepare regional infrastructure model for water, wastewater, and water supply. Briefing.

Cape Fear River Basin Sub-Regional Water Supply Plan (WW-1B): Prepare regional master plan for Water, Wastewater, and Water Supply.  This project will be conducted in partnership with the NC Division of Water Resources and will support the update of the Cape Fear River Basin Water Quality Management Plan.
